HRA is calculated as a percentage of basic pay: 27% for X-cities (6 metro cities), 18% for Y-cities (population > 5 lakh), and 9% for Z-cities. The rates were revised with DA reaching 25%.
Employees joining after January 1, 2004 are covered under the National Pension System (NPS). They contribute 10% of basic pay + DA, with an equal government contribution (not deducted from salary).
